• Drug testing rate (FMCSA, FTA, PHMSA): 50% of the average number of safety-sensitive employees
• Drug testing rate (FAA): 25% of the average number of covered employees
• FRA rates: Vary by covered service, maintenance of way, and mechanical classifications

These rates apply specifically to calendar year 2026. Rates are reviewed and can change in future calendar years. Selections must be unannounced and spread across the calendar year rather than handled as a single scheduled event. For CDL drivers, random alcohol testing is limited to on-duty periods: just before, during, or just after performing safety-sensitive functions.
