How DOT Random Testing Works Step by Step

An employer or owner-operator enrolls with a Consortium/Third Party Administrator (C/TPA), which adds covered employees to a shared random selection pool. Random Selection

Selections are made using a computer-generated, scientifically valid method, typically on a quarterly cycle, and covered employees in the pool have an equal statistical chance of being selected each period. Annual random testing rates vary by agency: FMCSA currently requires 50% for drugs and 10% for alcohol; FAA requires 25% for drugs and 10% for alcohol; FTA requires 50% for drugs and 10% for alcohol; FRA requires 25% for drugs and 10% for alcohol for most covered employee categories; PHMSA requires 50% for drugs; and USCG requires 50% for drugs for covered crewmembers.

Notification & Reporting

When an employee is selected, the C/TPA notifies the Designated Employee Representative (DER), the employer-appointed person responsible for receiving results and removing employees from safety-sensitive duties when required. The selected employee must proceed to the testing site immediately. A delay or refusal to report is treated as a test refusal under DOT regulations and carries the same consequences as a positive result.

Testing & Results

DOT drug tests are collected using a Federal Custody and Control Form (CCF); alcohol tests use a Federal Alcohol Testing Form. Drug specimens go to a SAMHSA-certified laboratory, and a certified MRO reviews results before they’re reported to the employer. Recordkeeping & Audits
