Random testing only satisfies DOT requirements when selections are made using a scientifically valid method and spread reasonably throughout the calendar year. Predictable quarterly testing doesn’t meet the standard. Selections must be genuinely unannounced.
How an employer’s drivers are pooled depends on workforce size:
Consortium Pool (C/TPA)
A Consortium/Third-Party Administrator combines your covered drivers with drivers from other companies to create a random selection pool large enough to meet the equal-chance requirement. Employers with a small number of covered drivers typically join a consortium. Once enrolled, selections are drawn from the broader pool, and your drivers have no way to anticipate when they’ll be called.
Stand-Alone Pool
Employers with larger driver counts may qualify to run a stand-alone random pool using only their own employees, though many smaller fleets still choose a consortium for practical reasons. Stand-alone pools require internal administration and proper documentation to stay audit-ready.
