DOT Random Drug & Alcohol Testing Program in Huntington Beach
Ongoing Random-Pool Administration for Huntington Beach Employers
Random testing is an ongoing employer responsibility, not a series of isolated appointments. A compliant program requires an appropriate pool of safety-sensitive employees, scientifically valid selections, unannounced testing, timely coordination, and supporting documentation. With more than a decade of industry experience, we help businesses create and implement a DOT Random Drug & Alcohol Testing Program. We pair DOT-compliant policies with ongoing program management so fleet managers, human resources professionals, and designated employer representatives can keep each step organized.

Who Needs a DOT Random Testing Program?
Requirements depend on the Department of Transportation (DOT) agency that regulates the employer and the employee’s safety-sensitive function. The relevant authorities include the Federal Aviation Administration (FAA), Federal Motor Carrier Safety Administration (FMCSA), Federal Railroad Administration (FRA), Federal Transit Administration (FTA), Pipeline and Hazardous Materials Safety Administration (PHMSA), and United States Coast Guard (USCG).
An employer with multiple covered commercial drivers may manage its own FMCSA pool or use a consortium, which combines eligible employees in a pool administered for participating employers. An owner-operator who isn’t leased to another motor carrier generally must participate in a consortium random pool. Non-DOT employees and drivers who aren’t covered by the applicable rule shouldn’t be placed in a DOT random testing pool.
What Program Administration Involves
We help employers build a repeatable process for enrollment, random selection, collection, and documentation. Our services include establishing DOT-compliant policies, implementing testing programs, coordinating certified collection, and managing ongoing program needs.
A random testing workflow generally includes:
- Define the pool: Identify employees performing covered safety-sensitive functions under the applicable agency rule.
- Apply the testing rate: Use the annual minimum rate established by the regulating DOT agency.
- Make random selections: Use a scientifically valid method that gives every covered employee an equal chance of selection.
- Coordinate notification: Inform the designated employer representative or selected employee without creating a predictable testing schedule.
- Complete testing: Direct the selected employee to proceed promptly according to the applicable rule and current safety-sensitive duties.
- Maintain documentation: Retain the program and testing records required by the governing agency.
For 2026, FMCSA minimum annual random testing rates are 50% for controlled substances and 10% for alcohol. Other DOT agencies may set different rates, and applicable rates can change. Employers remain responsible for compliance even when a consortium or third-party administrator provides program support.
