Louisiana’s approach to adoption records has changed meaningfully in recent years. A law effective August 1, 2022, gives Louisiana-born adopted people age 24 or older an unrestricted right to request a non-certified copy of their original birth certificate from the Louisiana Vital Records Registry. Before that, a 1977 law had sealed those records entirely, leaving many adoptees without any access to their biological background. It’s worth noting that the non-certified copy obtained under the 2022 law states on its face that it may not be used for legal purposes.
