The FMCSA Drug and Alcohol Testing Clearinghouse

The FMCSA Drug and Alcohol Testing Clearinghouse became a mandatory compliance requirement on January 6, 2020, under 49 CFR Part 382. It’s a secure federal database that tracks drug and alcohol program violations for CDL drivers. Employers, C/TPAs, and other designated entities are required to report violations and conduct queries through the Clearinghouse.

Owner-operators must designate their C/TPA in the Clearinghouse so the administrator can perform reporting and query functions on their behalf. Pre-employment queries are required before a CDL driver begins a safety-sensitive role, and annual limited queries are required on an ongoing basis for all drivers in the program. Employers purchase queries directly from FMCSA.
