DOT Breath Alcohol Testing in San Bernardino

Results Typically Within 24–72 Hours for Inland Empire Transportation Employers

Breath alcohol testing works differently from most laboratory-based tests. A trained Breath Alcohol Technician (BAT) administers the test using a calibrated Evidential Breath Testing device (EBT), an NHTSA-approved instrument that measures alcohol concentration and reads the result on the spot. There’s no specimen sent to a lab, no waiting for a report the next day. At Fastest Labs of San Bernardino, we deliver results immediately during the visit, and we can bring that same capability directly to an employer’s job site through our mobile testing service.

San Bernardino sits where I-10, I-15, and I-215 intersect, making it a natural center of gravity for Inland Empire warehousing, distribution, and motor carrier operations. For the fleet managers, safety directors, and HR teams running those businesses, staying current with DOT compliance under 49 CFR Part 40 isn’t optional. It’s a daily operational requirement. We’ve been supporting businesses with drug, alcohol, and DNA testing for over a decade, and our DOT breath alcohol testing service is built around the precision and speed that safety-sensitive workplaces demand.

Full DOT Alcohol Testing Program Support

Testing is one part of DOT compliance. Managing the program behind it is the other. Beyond conducting breath alcohol tests in our facility and at your worksite, we help employers build and sustain complete, audit-ready programs.

On-Site and Mobile Testing: Our BAT team can travel to your terminal, distribution center, or job site and administer EBT-based tests on location, using the same NHTSA-approved devices we use in our facility.
Policy Creation: We help employers develop customized, DOT-compliant alcohol testing policies tailored to their specific operations and workforce.
Program Management and Recordkeeping: We handle ongoing compliance tracking and documentation so your records are ready when an audit or inspection arises.
Random Testing Pool Administration: We manage pool selection and scheduling on your behalf, helping your program meet FMCSA’s minimum annual random alcohol testing rate using an unannounced, scientifically valid selection method.

Having a single provider handle testing, policy, and program management simplifies compliance considerably, particularly for smaller carriers that don’t have a dedicated safety department.

When DOT Alcohol Testing Is Required

DOT regulations under 49 CFR Part 40 define specific situations that trigger a required breath alcohol test. Knowing when each type applies helps Designated Employer Representatives (DERs) act quickly and correctly when circumstances arise.

Random Testing: FMCSA-regulated employers must conduct random alcohol tests at a minimum annual rate of 10 percent of average driver positions, with selections spread throughout the year using a scientifically valid, unannounced method.
Reasonable Suspicion Testing: Required when a trained supervisor documents specific, contemporaneous, articulable observations of appearance, behavior, speech, or body odor that suggest a possible violation by an employee performing safety-sensitive functions.
Post-Accident Testing: Applies after qualifying accidents and should occur as soon as practicable. DOT guidance treats testing conducted more than 8 hours after the accident as no longer valid for alcohol purposes.
Return-to-Duty Testing: A driver who violated DOT alcohol rules must test below 0.02 before resuming safety-sensitive duties, and this test is required before the driver returns to the wheel.
Follow-Up Testing: After a driver returns to duty, a Substance Abuse Professional (SAP) sets the frequency of follow-up tests, with a minimum of six unannounced tests required during the first 12 months back on the job.

One common question from employers: unlike drug testing, DOT regulations don’t require alcohol testing as part of pre-employment screening. An employer may choose to add it, but it isn’t federally mandated.

How a DOT Breath Alcohol Test Works

The testing process follows a two-step sequence defined by 49 CFR Part 40. Understanding the procedure helps employees and DERs know exactly what to expect.

The Screening and Confirmation Sequence

The test begins with a screening test administered by our BAT using an NHTSA-approved EBT device. A result below 0.02 clears the employee and concludes the test. A result of 0.02 or higher requires a confirmation test, with a mandatory 15-minute waiting period in between, during which the employee remains under observation.

How the Confirmed Result Determines the Outcome

A confirmed result of 0.04 or higher is a DOT alcohol violation: the employee must be removed from safety-sensitive duty immediately and referred to a Substance Abuse Professional before any return to duty. A result between 0.02 and 0.039 requires removal from safety-sensitive functions for a minimum of 24 hours, but doesn’t trigger the full violation process that a 0.04 result does. Only NHTSA-approved Evidential Breath Testing devices may be used at either stage, which is why the equipment and technician credentials behind each test matter.
